Old Business
Street Lights: 11 new street lights were installed throughout the subdivision:
- Lang Drive
- Kern and Cottage
- Colgate Circle
- Meadow and King Circle
- Pershing Circle
- Lang Drive
- King Circle and Queen Circle
- Brockton Circle
- Oak Circle
Fire Hydrants: The Trustees met with our St Charles County Councilman, Dave Hammond, and had a meeting with St Charles County Community Development.
- The cost of approx $13000-$16000 per lot would be passed on to each lot owner (if the lot was sold, the cost would be passed on to the new owner.
- A presentation would be required that every lot owner MUST attend in order to understand the process.
- An approval vote of 85% would be required to begin the process.
- The entire process can take between 3-5 years, minimum
Due to the costs, approval process and time constraints, this issue will not be pursued at this time.
NOTE: Because the fire hydrants cannot adequately pump enough water to handle a fire, pumper trucks are used to carry water into the subdivision, if needed.
New Business
Lisa Mounce Restitution payments: (Case # 1611-CR01211-01-ST): A total of $1,150.00 was received from the court for restitution payments on Lisa’s behalf.
New Houses: There were a total of 4 new houses that began being built in 2022:
- Pershing Circle (still under construction)
- N Perry Dr (completed in 2022)
- Queen Cir (still under construction)
- Harold Ct (still under construction)
Pay Assessments on-line Because the subdivision is considered a “business” for the purposes of using a bill payment service, there are per transaction fees and monthly fees that would be charged, regardless even if payments were received or not. It has been discussed that the per transaction fees would have to be absorbed by the individuals using the service. However, at this time the monthly fees charged to the Trust are considered excessive and therefore it was decided not implement it for the 2023 dues.
If anyone knows of a service that would not charge the monthly fee, please email the Trustees with the information and we will be happy to look into it.
It was suggested for lot owners to check with their banks regarding a bill pay service that they offer. We have several residents that have set this up annually and the bank mails the check.

New Projects for 2023: Stop sign at entrance of subdivision
Due to the number of accidents at our main entrance in the past year, and traffic being diverted onto VMP whenever there is an accident on I-70, we will be checking with St Charles County Highway department (who maintains our main entrance) and MODOT (who maintains VMP) to see what can be done to get a stop sign/light and/or turn lanes installed. We will update the progress in the June Newsletter.
Election of new Trustee
LeAnn Strate’s term has expired. The question was asked if anyone present was interested in being considered for the position. Kristen Ray raised her hand and gave a brief introduction and work experience. No one else volunteered so Ben Allen gave the first approval, seconded by Paula Fox. WELCOME to the Board of Trustee, Kristen Ray! And many thanks to LeAnn Strate for your volunteer service as a Trustee for the past 3 years.
New Secretary
Donna Reed, a resident of O’Fallon Hills Subdivision, has been hired as our new secretary. Donna will begin the position effective March 1, 2023. Donna brings a wealth of knowledge and work experience with her. WELCOME, Donna!
