The Meeting was called to order at 6:04pm. Introductions of the Trustees was made. There was a total of 14 people present.
Old Business:
New Houses: One new house was built and completed in 2023 on Pershing Circle. The same builder is preparing to build another house on the same stree.
Lisa Mounce Restitution Payments: (Case # 1611-CR01211-01-ST) As mentioned in the
past this is a state criminal case and the Board of Trustees has no say on when and how much
the court accepts as payments from her for restitution. In 2023, we received a total of $1070.00.
As of 1/18/24, she stills owes $40,259.63
New Business:
New Senior Living Apartments: Looks like construction will begin at the end of 1st qtr or
beginning of the 2nd quarter 2024. The Board of Trustees have had meetings with Clover
Development. Our biggest concern at this time is where their construction entrance will be. We
have proposed to them, as well as the City of O’Fallon and the Highway Department that the
entrance needs to be off of Veterans Memorial and NOT off of W O’Fallon Dr., due to this being
our only entrance/exit and this would interfere with subdivision traffic and school buses.
NOTE: check the subdivision website for any additional updates.
Traffic Study at entrance of subdivision: The Highway Dept conducted a traffic study at our
entrance to determine if a stop sign/light or turn lane was warranted due to the number of
crashes that have happened at the entrance. The study concluded it was not necessary due to
the number of reported accidents at that location.
NOTE: There is a copy of the MoDot Entrance survey on the website for your review.
Downed Street sign or Stop signs: If you notice Street/Stop signs down you should email the
Trustees so that we can contact the appropriate departments to get it repaired/replaced.
Problems with Street Lights: If you notice any street lights out please contact the Board of
Trustees as the subdivision pays for this lighting. Please include the location of the problem,
and if you are able to get the “light pole” number off of the pole, please include that as well.
2023 Budget: Copies of the budget were available at the meeting. If you would like one you
can request one to be emailed to you by contacting the Board of Trustees at their email. The
budget will not be published on the website as this information is for lot owners only.
E-assessments and program changes: In an effort to respond to requests from residents that
we email assessments vs. mailing them, we have attempted to add this service. Approx 40
people have signed up for this. However, because this is new there have been some gliches.
Some people received their assessment by email, but no newsletter and some only received the
newsletter and no assessment. We are currently working on correcting these errors and should
have this corrected before the next big assessment mailing goes out.
NOTE: If you sign up to get your assessment bill emailed, the newsletter will be attached, going
forward. If you wish to receive your bill by USPS, you will receive both the bill and newsletter by
mail. And as always, the newsletter will be available on the website.
We have also made changes to our website. There is much more information for the residents
to refer to. As always, if you have any questions regarding the Subdivision Trust indentures or

Reminder: The O’Fallon Hills Board of Trustees have no affiliations with any social media
platforms.
Election new Trustee: Ben Allen’s position has expired. There were 3 people that expressed
interest in becoming a Trustee. The Trustee job description was read and then each of the 3
people gave a brief introduction/background of themselves. After a private vote was conducted
by those in attendance, Barry Smith was elected the new Trustee. Barry has lived in the
subdivision for 2 years and currently works from home. We would like to welcome Barry and
thank him for volunteering to serve on the Board of Trustees!
Questions from Residents:
Would it be possible to have white lines painted on the sides of the roads? This might help
prevent people from driving into yards, especially at night.
- The Board said they would check into it with the St Charles County Highway department since they maintain the roads. We will provide updates, on the website, after we have talked with them.
A suggestion was to compile a list of people in the subdivision that provide services, such as electrical, plumbing, remodeling, car repairs, cleaning, babysitting, etc, so that neighbors can support neighbors.
- Great idea! We will put something out on Facebook so anyone that wants to be included can provide us with your business/expertise and contact information. You also email us with your business information. We will then compile this and post it on the website.
